The charging and swapping infrastructure provides charging and swapping services for electric vehicles and is an important transportation energy integration infrastructure. In order to fully implement the "Guiding Opinions of the General Office of the State Council on Further Building a High-Quality Charging Infrastructure System" (Guobanfa [2023] No. 19), the "Implementation Opinions of the National Development and Reform Commission and the National Energy Administration on Accelerating the Construction of Charging Infrastructure to Better Support New Energy Vehicles Going to the Rural Areas and Rural Revitalization" (Development and Reform Synthesis [2023] No. 545) and the Anhui Provincial People's Government of the CPC Anhui Provincial Committee In the spirit of the "Guiding Opinions on Strengthening Innovation to Lead and Accelerate the Construction of an Internationally Competitive New Energy Vehicle Industry Cluster" and other documents, accelerate the construction of a high-quality charging and swapping service system to better meet the people's green travel needs, promote the promotion and application of new energy vehicles, help achieve the goal of carbon peak carbon neutrality, and help our province accelerate the construction of an internationally competitive new energy vehicle industry cluster. This plan is formulated based on actual conditions.
Make overall progress and moderately advance.Use systems thinking to promote the construction of charging and swapping infrastructure at the city, county and township levels in an integrated manner, comply with the rapid growth of new energy vehicle ownership, reasonably determine the scale of construction, and build a charging and swapping service system that covers the entire province and is moderately advanced.
Market-led and innovative mechanisms.Highlight enterprise entities, support various operating entities to fully participate in the construction of charging and swapping infrastructure, and encourage enterprises to integrate "Internet +" to innovate business cooperation and service models, create more economic and social benefits, and achieve sustainable development.
Unified platform, intelligent and efficient.Strengthen interconnection, build a unified comprehensive supervision and service platform for charging and swapping infrastructure across the province, and do a good job in cooperating with "Wanshitong", "Wanqitong" and "Wanqitong"Anhui Zhengtong"The collaboration of the three ends will improve the convenience of charging and swapping infrastructure and the intelligent level of regulatory services. Relying on new technologies such as 5G, big data and artificial intelligence to promote the integrated development of "car energy, road and cloud".
Scientific layout and adapting measures to local conditions.Adhere to the principle of building everything that needs to be built, scientifically plan the scale of construction, spatial layout and construction timing, classify charging and swapping facilities according to the charging needs of electric vehicles in different regions and different scenarios, and steadily extend coverage to towns, suburbs, and remote areas.
Supply leadership and industry linkage.Deeply integrate development, link various resource elements, lead and create new demands with high-quality supply, accelerate the development of industries related to charging and swapping infrastructure, and build a full-chain, three-dimensional industrial ecology of upstream and downstream including manufacturing, construction, and operation.
By 2027, a modern high-quality charging and swapping service system with extensive coverage, moderate scale, reasonable structure, complete functions, openness and integration, and benefiting people's livelihood will be basically established, which will strongly support the development of the new energy vehicle industry, better meet the people's needs for purchasing and using new energy vehicles, and help create the most friendly province for new energy vehicle travel. Major urban areas strive to form a charging service circle with a radius of no more than 2 kilometers; key areas in counties and towns are fully covered by charging and swapping infrastructure; the coverage rate of charging and swapping infrastructure in highway service areas reaches 100%, and ordinary national and provincial trunk roads and rural roads are effectively covered to build a national new energy vehicle charging "inn" and "station". The province has built no less than 500 battery swap stations and no less than 500,000 charging piles to meet the charging needs of 1 million new energy vehicles. The public charging pile access rate of the provincial charging and swapping infrastructure comprehensive supervision service platform has reached 100%.
(1) Urban area.
1. Residential area. Build a charging infrastructure that focuses on intelligent and orderly slow charging, supplemented by emergency fast charging. Accelerate the formulation of residential area management guidelines on a city-by-city basis. (1) For fixed parking spaces in newly built residential areas, 100% of charging facilities shall be constructed or installation conditions shall be reserved according to regulations. When the installation conditions are reserved, power supply facilities such as pipelines and bridges must be built into the parking spaces to meet the requirements for direct installation of meters and power connections, and at the same time, the power load needs must be met. (2) For the qualified fixed parking spaces in the existing residential areas, the shortcomings should be expedited according to the principle of "installing all the facilities should be installed". (3) For residential areas with small storage capacity, difficulty in increasing power capacity and charging needs, scientifically plan public charging and swapping facilities within a reasonable range around them, and build additional parking spaces and charging piles into comprehensive renovation and improvement projects in old communities. (4) Encourage charging operating companies to accept the entrustment of owners, carry out "unified construction and unified service" of charging infrastructure in residential areas, provide unified construction, operation, maintenance and other services, and explore new models such as "nearby parking space sharing" and "multiple vehicles per parking lot".
2. Public area. Build public charging facilities and battery swapping facilities focusing on fast charging. (1) New public buildings shall build charging infrastructure or reserve installation conditions at a ratio of no less than 35% of parking spaces. When reserving installation conditions, power supply facilities such as pipelines and bridges need to be built into the parking space to meet the need for direct installation of meters and power connections, and at the same time, the power load needs to be met. (2) Explore the construction of intelligent, orderly, fast and slow charging infrastructure in roadside parking spaces. (3) Under the premise of ensuring safety, public fast charging and power exchange facilities should be built at qualified gas (gas) stations, and the construction of comprehensive energy service stations integrating refueling (gas), charging and swapping, hydrogenation, energy storage, photovoltaics, breeze power generation, and automobile services should be actively promoted. (4) The proportion of parking spaces with standardized charging conditions in commercial parking lots in large and medium-sized cities and above should strive to exceed the proportion of registered electric vehicles in the city. (5) In line with the charging needs of special vehicles such as urban buses, taxis, road passenger transport, and logistics, accelerate the construction of special charging stations in parking lots and stations. (6) Accelerate the construction of charging infrastructure that combines fast and slow charging in parking lots within office areas such as government agencies, enterprises and institutions, and encourage them to be open to the public. (7) Encourage the integration of charging stations with commercial real estate, promote and popularize integrated mechanical, three-dimensional, and mobile parking and charging service facilities, enhance charging service capabilities in public places, and expand value-added services.
(2) Rural areas.
Lay out charging and swapping infrastructure that combines fast and slow speeds according to local conditions to accelerate effective coverage in rural areas suitable for the use of new energy vehicles. (1) Select areas with a large flow of people in township government residences and built-up areas of market towns, such as farmers’ markets, township health centers, central schools, party and government agencies, power supply stations, etc., and rationally deploy fast charging infrastructure according to the capacity of the power grid. (2) Combined with the construction of rural charging networks and the development of transmission and distribution networks, accelerate the construction of public charging and swapping infrastructure in large villages and towns and key rural tourism villages. (3) Create charging and swapping infrastructure construction and application demonstration towns according to needs in areas with good foundations. (4) When rural residents build charging piles for their own use within the scope of their personal homesteads, the village committee and power supply company will provide support and guarantees.
(3) Along the highway.
Build public charging facilities and battery swapping facilities focusing on fast charging. (1) The newly built expressway service area should simultaneously build charging infrastructure, and build fast charging piles or reserve charging facility interfaces at a ratio of no less than 50% of the total number of parking spaces. (2) Accelerate the transformation of charging infrastructure in existing highway service areas, increase the proportion of charging infrastructure and parking spaces reserved for construction and installation, and new facilities should in principle adopt high-power charging technology. (3) Promote intelligent mobile charging piles in highway service areas to meet charging needs at special time nodes such as holidays. (4) Promote the construction or transformation of charging and swapping infrastructure covering a variety of vehicle types at transportation hub stations, highway entrances and exits, service stations, stations, parking spots, maintenance lanes, etc. along qualified ordinary highways, and combine the construction of "Four Good Rural Roads" with the implementation of road network planning and renovation and improvement simultaneously.
(4) Industrial parks and tourist attractions.
Build public charging facilities that combine fast and slow charging. (1) Encourage the construction of industrial parks to provide charging infrastructure integrating photovoltaic power generation, energy storage, and charging. (2) Encourage the planning of industrial parks to be equipped with charging infrastructure as a preferred condition for applying for national and provincial industrial parks. (3) Accelerate the construction of public charging infrastructure in tourist attractions. A-level and above scenic spots should build charging infrastructure based on tourist reception and charging needs, and 4A-level and above scenic spots should set up public charging areas for electric vehicles.
(5) Others.
Encourage qualified cities to carry out the application of the battery swap model based on actual needs, encourage the first application in public areas such as public transportation, rentals, urban logistics distribution, ports, and mines, and promote the commercial operation of the battery swap model.
Adhere to government guidance, market leadership, and enterprise-oriented operation, cultivate a sustainable development model of diversified charging and swapping infrastructure construction, and build a service guarantee system supported by enterprise entities and the market.
(1) Market-led approach.In accordance with the principle of equal access, give full play to the decisive role of the market in resource allocation, encourage state-owned enterprises, private enterprises and other types of business entities to participate in the construction and operation of charging and swapping infrastructure, and form a unified, open, competitive and orderly charging and swapping service market.
(2) Joint ventureCo-construction method。In accordance with the principle of mutual benefit and reciprocity, multiple entities such as vehicle companies, power companies, and charging and swapping operating companies are established in a market-oriented manner.mixed ownershipThe company, a provincial and municipal joint venture, jointly builds charging and swapping infrastructure.
(3) Unit self-construction method.In accordance with the principle of sharing and openness, government agencies, enterprises, institutions, industrial parks and other units use internal parking resources to build charging and swapping infrastructure with fast charging as the mainstay and slow charging as the supplement, and encourage openness to external operations.
(4) Integrated road pile method.In accordance with the principle of piles following the road, charging and swapping infrastructure should be integrated into road infrastructure construction, with simultaneous planning, approval, and implementation.
(1) Increase policy support.According to the annual construction tasks, public charging and swapping facilities that meet construction standards, are completed and put into use, and are connected to the provincial charging and swapping infrastructure comprehensive supervision and service platform shall be inspected and accepted by municipal-level organizations.At the provincial level, AC charging piles can be subsidized up to 80 yuan/kW, DC charging piles up to 120 yuan/kW, and power swap stations can be subsidized up to 300 yuan/kW, with an increase of 20% in rural areas. (2) Strengthen factor protection.All localities should further strengthen the guarantee of development factors of charging and swapping infrastructure to meet the development needs of charging and swapping infrastructure and supporting power grid construction land, corridor space and other development needs. (Responsible units: Municipal People’s Governments, Provincial Department of Natural Resources)Encourage local governments to establish operating subsidy standards linked to service quality, increase subsidies for demonstration projects such as high-power charging and vehicle-network interaction, and support the construction of qualified charging and swapping infrastructure projects through local government special bonds.(Responsible unit: Provincial Department of Finance) Support the layout of charging and swapping infrastructure manufacturing projects in northern Anhui, accelerate the recruitment of a number of upstream and downstream supporting projects in the industrial chain, improve product supply capabilities, and ensure the later operation and maintenance efficiency of charging and swapping facilities. (3) Simplify the approval process.Municipal and county governments have established an efficient joint review mechanism for the construction of charging and swapping infrastructure that closely cooperates with relevant departments such as development and reform, energy, transportation, natural resources, economy and informatization, housing and urban-rural construction, commerce, fire rescue, and urban management, clarify the approval process for charging and swapping infrastructure and supporting power grid construction, and prepare service guidelines.A joint approval service window for charging and swapping infrastructure construction projects has been set up in local government service halls to centralize functional approval matters and achieve "one-stop acceptance, parallel approval, and time-limited completion."(Responsible units: Municipal People's Governments, Provincial Development and Reform Commission, Provincial Department of Transportation, Provincial Department of Natural Resources, Provincial Department of Economy and Information Technology, Provincial Department of Housing and Urban-Rural Development, Provincial Department of Commerce, Provincial Fire Brigade)Grid companies are responsible for constructing supporting grid connection projects for charging and swapping facilities. (4) Implement unified standards.Strictly implement national standards and industry standards in the field of electric vehicle charging and swapping, and actively support enterprises, institutions and social organizations in our province to participate in the formulation and revision of national and industry standards. Accelerate the formulation of local standards for battery swapping models, battery swapping equipment, battery swapping station construction, etc., break the barriers to cross-brand and cross-model application of battery swapping technology, and promote the formation of unified battery swapping standards in major application fields such as special vehicles and passenger cars. According to the technical development requirements in the field of charging and swapping, timely formulate or revise standards and specifications for new modes such as high power, non-contact and vehicle-electricity separation to adapt to new forms, and guide new scenarios and new business formats to be piloted in our province. (5) Innovative regulatory services.Build an "Internet + supervision + service" model and rely on the province's unified comprehensive supervision and service platform for charging and swapping infrastructure to realize operation management, safety monitoring and fault warning of charging and swapping infrastructure. Existing platforms and newly built platforms in each city are uniformly connected to the provincial comprehensive supervision and service platform for charging and swapping infrastructure, and various business entities are encouraged to access the provincial comprehensive supervision and service platform for charging and swapping infrastructure to achieve data and information interconnection and ensure that the charging and swapping infrastructure is "built, managed and sustainable". (6) Encourage technological innovation.Encourage research on key technologies such as two-way interaction between electric vehicles and the power grid (V2G), fast charging and swapping, high-power charging, intelligent orderly charging, wireless charging, and cooperative control of optical storage and charging, and demonstrate the construction of wireless charging lines and parking spaces.Strengthen information sharing and unified settlement system, distribution system safety monitoring and early warning technology research. Strengthen technical research on new system power batteries and battery cascade utilization, and continue to optimize the technical performance of electric vehicle batteries. (7) Strengthen safety management.Strengthen the product quality and safety responsibilities of electric vehicle, power battery and charging and swapping equipment manufacturers, strictly control the quality and safety management of charging and swapping infrastructure construction and installation, and establish a liability review system for fire and explosion accidents. Improve the operation and maintenance system of charging and swapping infrastructure, implement the main responsibilities of charging and swapping operating companies, and improve facility availability and fault handling capabilities. Clarify the identification standards and management methods for long-term failed charging piles, and establish and improve the exit mechanism. Guide investment and operation companies in charging and swapping infrastructure to purchase product liability insurance.
