Notice from the General Office of Hefei Municipal People's Government on further promoting the promotion and application of new energy vehicles

All county (city) and district people's governments, and relevant municipal units:

In order to implement the spirit of the "Notice of the State Council on Issuing the Three-Year Action Plan to Win the Blue Sky Defense War" (Guofa [2018] No. 22), the "Notice of the Anhui Provincial People's Government on Issuing Several Policies to Support the Innovative Development and Promotion of the New Energy Vehicle Industry" (Wanzheng [2017] No. 110) and other documents, and to further promote the application of new energy vehicles, the relevant matters are hereby notified as follows:

1. Increase efforts in promotion and application in the public domain

1. All new and updated buses will use new energy vehicles, and conventionally powered buses with a service life of more than 5 years will be scrapped and updated in advance. By 2020, all buses in urban built-up areas will be replaced with new energy vehicles. (Responsible units: Municipal Transportation Bureau, Municipal Government State-owned Assets Supervision and Administration Commission, county (city) district governments, and development zone management committees)

2. Accelerate the implementation of the "oil-to-electricity" replacement plan for taxis and encourage online taxis to use new energy vehicles. (Responsible units: Municipal Transportation Bureau, county (city) and district governments, and development zone management committees)

3. Starting from 2018, the proportion of new energy vehicles among the new and replaced sanitation, firefighting, airport commuting and other vehicles in Hefei City will be no less than 55%. By 2020, the application scale will be expanded year by year at an increase rate of no less than 5 percentage points. 4. Incorporate new energy vehicles into the government’s centralized procurement catalog. Newly added and replaced official vehicles will increase the proportion of new energy vehicles year by year in strict accordance with regulations. All confidential communications vehicles will be equipped with new energy vehicles. Financial purchase funds shall be fully confirmed. 5. Use the postal express market as a breakthrough point to accelerate the application of pure electric vehicles in urban logistics and distribution. The proportion of pure electric vehicles among the city's new and updated express delivery vehicles will be no less than 70%. By 2020, the scale of application will be expanded year by year at a growth rate of no less than 10 percentage points each year. (Responsible unit: Municipal Postal Administration)

2. Build a smart charging network

6. Formulate a new energy vehicle charging infrastructure construction plan and scientifically guide the city’s charging infrastructure construction. (Responsible unit: Municipal Urban and Rural Development Committee)

7. Revise the policy to encourage the construction and operation of new energy vehicle charging facilities and promote the formation of an intelligent charging network. (Responsible units: Municipal Urban and Rural Development Committee, Municipal Finance Bureau)

8. Improve the price policy for new energy vehicle charging services, formulate charging standards for residential areas, and confirm that the cost of using new energy vehicles is significantly lower than the cost of using fuel (gas) vehicles. (Responsible unit: Municipal Price Bureau)

9. Strengthen the management of charging parking spaces, take measures in accordance with the law to prevent them from being occupied by traditional cars, and improve the efficiency of charging piles. (Responsible units: Municipal Public Security Bureau, Municipal Urban Management Bureau)

10. Confirm that new communities, public buildings, parking lots, and qualified old communities are equipped with charging piles according to 10%, 20%, 20%, and 5% of the total planned parking spaces respectively, and strengthen supervision and inspection. (Responsible units: Municipal Urban and Rural Development Committee, Municipal Planning Bureau)

11. Accelerate the construction of the charging infrastructure monitoring platform, integrate the city’s charging piles into platform management, develop a unified APP, and provide users with charging navigation, reservation and other services. (Responsible unit: Municipal Urban and Rural Development Committee)

3. Adjust municipal financial subsidy policies

12. According to the adjustment of the national fiscal subsidy policy for the promotion and application of new energy vehicles and the actual situation, adjust the detailed rules of the city's fiscal subsidy for the promotion and application of new energy vehicles. For units and individuals purchasing pure electric passenger vehicles with a wheelbase of ≥2.2 meters and a pure electric cruising range (working condition method) of ≥250 kilometers, local matching subsidies will be provided in accordance with the central financial subsidy standard of 1:0.5; other specifications and types of new energy vehicles will be provided with local supporting subsidies in accordance with the central financial subsidy standard of 1:0.2. 4. Support the development of intelligent connected vehicles

13. Formulate implementation details for the management of road testing of intelligent connected vehicles, delineate demonstration operation areas, carry out road testing of intelligent connected vehicles in a scientific and orderly manner, and provide support for the research and development of intelligent connected technology and product test verification. (Responsible units: Municipal Economic and Information Technology Commission, Municipal Public Security Bureau, Municipal Transportation Bureau)

5. Create a green travel demonstration city

14. Strictly implement the "Hefei New Energy Vehicle Green Travel Implementation Plan (2017-2020)" (Hefei Government Office [2017] No. 87), and all responsible units will accelerate the preparation of work plans and organize their implementation according to the division of responsibilities. Accelerate the creation of a public green travel demonstration city that integrates electrification, intelligence, and sharing. (Responsible units: relevant municipal units)

6. Strengthen work implementation

15. Submit annual plan. Before the end of October this year (before the end of January in 2019 and 2020 respectively), the municipal vehicle authorities, counties (cities), districts, and development zones will submit their public sector vehicle purchase plans for the year to the Municipal New Energy Vehicle Industry Development Leading Group Office. Financial departments at all levels must strictly control the approval of the annual vehicle purchase budget of the relevant vehicle authorities to confirm that the proportion of new energy vehicles meets the specified requirements. The charging pile construction demand plan is submitted to the Municipal Urban and Rural Development Committee. 16. Strengthen supervision and assessment. Before March 15 of each year, all relevant units will submit their work implementation status to the Municipal New Energy Vehicle Industry Development Leading Group Office, which will conduct inspections in conjunction with the Municipal Government Supervision and Target Office and report the inspection results. This notice will come into effect from the date of issuance and will be valid until December 31, 2020. "Several Opinions of the Hefei Municipal People's Government on Supporting the Development of New Energy Vehicles" (Hefei Municipal People's Government [2016] No. 90), "Notice of the General Office of the Hefei Municipal People's Government on Adjusting Policies for the Promotion and Application of New Energy Vehicles" (Hefei Municipal People's Government Office [2017] 3 5), "Hefei New Energy Vehicle Green Travel Implementation Plan (2017-2020)" (Co-Government Office [2017] No. 87) and other documents that are inconsistent with the above policies will cease to be implemented, and other unadjusted provisions will continue to be effective. The state has newly promulgated relevant standards and regulations, which shall be adjusted and implemented in accordance with national regulations and standards.
